ACTION PLAN
Set out below are actions to deal with the issues raised by you, the residents of Costessey.
Their implementation depends upon active co-operation between the Parish Council and all the members of the community.

HIGH PRIORITY ACTIONS
T1 Set up an action group to develop an overall traffic plan for the Parish and surrounding area.
T1-1 The NDR routing proposals would appear to affect Taverham adversely as well as Costessey. Ask the two parish councils to work together on the matter.
T1-2 Study the parking and large vehicle activities near schools and make recommendations; involve the schools in this action.
TI-3 Press for measures to reduce the volume of traffic in Norwich Road (reduce Taverham - Norwich via Costessey traffic) and in Longwater Lane (reduce Taverham -Southern Bypass traffic via Costessey).
T1-4 Reconsider the relative merits of passive speed controls (to be effective makes them obtrusive) and active speed controls (cameras, speed controlled signs and traffic lights - inactive unless speeding occurs) and make recommendations. Contact the police re enforcement.
T1-5 Identify and seek improvement of visibility at road junctions, especially that of The Croft and The Street.
T1-6 Investigate the provision of cycle paths on Norwich Road, Dereham Road and school approaches.
TI-7 Investigate the provision of a continuous pavement in West End, a pavement in Folgate Lane and lowering the kerb each side of the Bridge Farm bridge or providing a footbridge.
TI-8 Investigate the conversion of street lights to prevent "uplighting" and locate areas that would benefit from additional street lights.
T2. Campaign for the improvement and extension of the bus services
T2-1 Investigate the likely usage and practicability of a bus route for West End, The Street/Folgate Lane.
T2-2 Press for improvements in reliability and punctuality of the 19/20 bus service. Investigate routing of bus services in peak hours including the possibility of the morning 19/20 services both being anti clockwise to make best use of bus lanes.
HP1. Make the planning authorities aware of the strong feelings that the expansion of Costessey is too rapid and that there needs to be a halt to further development to encourage the existing community to become fully integrated.
HP2. Set up a working group to explore ways of improving the community spirit in Costessey and to encourage the residents of the new large developments to become part of our community.
